A native of Rison, Arkansas, Harold Norton graduated from Woodlawn High School near Calmer. He moved to Pine Bluff following graduation.  Norton entered politics in 1954 when he ran for sheriff against Met L. Galligher, who was the former Chief of Police in Pine Bluff, AR. Norton was unopposed in his last four bids for re-election.   

Norton held the position of sheriff for 11 years before announcing his resignation. Norton announced his resignation as Sheriff of Jefferson County on Sunday, August 7, 1966, which became effective Wednesday, August 10, 1966. Norton was also appointed by then Governor Faubus to serve as president of the Arkansas Sheriff's Association.  

Following his step down from law enforcement, Norton purchased the Arkansas Distributing Company in Monticello, a carpet-furniture store.
