ARREST MADE IN RECENT KIDNAPPING, RAPE, AND ATTEMPTED MURDER INVESTIGATION: Jefferson County, AR - June 7, 2019 - Jefferson County Sheriff’s Office Investigators began an investigation on May 30, 2019 involving the kidnapping, rape, and attempted murder of a female. During the course of this investigation a suspect was identified and a probable cause arrest was made on the evening of June 6, 2019. The suspect has been identified as Norris Howard, black male, DOB 1/23/1962. The Jefferson County Sheriff’s Office Criminal Investigation Division is continuing to investigate this incident and is seeking any other information regarding anyone experiencing any unwanted sexual contact from Howard.
